As noted above many children with profiles are below the minimum age set, but not actively enforced, by the sites themselves.Because it's easy to lie on the internet - as the "CEOP online safety tips for parents" box to the right of the main article points out. It is difficult for websites to prove that someone is as old as they say they are - especially an 11 or 12 year old posing as a 13 year old.
Some of the things in the article just struck me as being basic parenting skills, rather than being specific ways to reduce the risks posed to children online:
Every report on net safety stresses that parents have a huge role to play in monitoring their children and educating them about responsible web use....
Finally, parents also need to realise that even though children have a greater understanding of the risks that does not mean they stop taking risks.
